Reaching New Heights in Professional Assessment is
the theme of the 74th International Conference on
Assessment Administration, being held September 7 -
10 at the Grand Sierra Resort and Casino in Reno,
Nevada. Start making your plans now to attend. As the
host of next year’s conference, Kentucky is
responsible for hosting a booth at the 2008 conference.

The Chapter has chosen Portland Promise Center as
their charitable project for 2009. Portland promise
Center provides families and individuals with the
resources they need to anchor their lives to a firm
foundation of faith and to build futures with hope. A
list of needed items will be in the next issue of
Frontline. |

So far only 43 counties have responded to
the 2009 Education Survey. This is your
opportunity to help determine next year’s
schedule. The results from this survey are
used to establish when and how often we
have classes. Take a few minutes to
determine what you think your educational
needs will be for next year and complete the
survey. As an added incentive, you will
receive credit for one Kentucky class
($10.00) upon completion of the survey. |

How can you support the Kentucky Chapter of IAAO in
raising money for the 2009 conference? One way is by
purchasing a t-shirt for the 2009 National Conference
which will be held in Kentucky next year. Next year’s
conference theme will be “IAAO Win, Place, and Grow”.
Above you can see the logo and theme as the will appear
on the shirt. Shirts will be sold for $10 each. They will be
available at summer conference and also at our booth in

Karen Bushart was elected Vice-President of the Kentucky Chapter during the elections held in September and will serve in this capacity for the 2007-08 term. Susan Bailey will serve her sixth consecutive term as secretary and Mike Whitaker was re-elected to a seventh term as treasurer. Brad Bailey, Barren County PVA, will assume the presidency for 2007-08.
Returning for another term on the Executive Committee are: Nancy Bock, McCracken County PVA; Kellie Lang, Franklin County Deputy; Stacey Ewalt of the Office of Property Valuation and Cyndi Abrams of the PVA Administrative Support Branch.
Officers will be installed October 24 during the fall meeting in Owensboro. All chapter members are urged to attend the meeting, followed by a reception and silent auction sponsored by the Chapter. |

The Chapter will be holding a silent auction Wednesday, October 24, following the Chapter meeting. Each county is encouraged to participate by bringing items. The 2009 conference is only two years away and will be a huge financial undertaking, please do your part to support the Chapter’s effort to have one of the best conferences ever! |

On September 11, 2007, the Kentucky Chapter of IAAO was again the proud recipient of the Outstanding Chapter Award for 2007. The award was accepted by President Jason Scriber. This makes the fifth time in seven years that the Kentucky Chapter has brought home this prestigious award. The Chapter has also previously won in 2000, 2002, 2004 and 2005. |

The 2007 Kentucky Chapter of IAAO Charitable project will benefit the Owensboro Humane Society. The Owensboro Humane Society believes that all animals are adoptable and that is why, in 1999, they decided to become a completely no-kill shelter. Please show your support for our four-legged friends by donating items.

The Past President’s Committee has chosen the Steinford Toy Foundation as this year’s charitable project. The foundation was started over 60 years ago by a couple from Northern Kentucky when they recognized children in their neighborhood were not experiencing the joy of Christmas. What started as a neighborhood project soon expanded to cover needs throughout the Northern Kentucky counties of Boone, Kenton and Campbell. Since formation of the Foundation, volunteers has provided Christmas for nearly 2,000 children each year. They expect to support over 2,500 kids in 2006.
That is where our Chapter steps in! Toys, Toys and more Toys are needed. For all ages – newborn to teenagers. The age group that is most in need is teenagers; so we can donate basketballs, footballs, handheld electronic games, perfumes, bath and body kits, etc.
Little girls need dolls….Little boys need action figures. Board games, stuffed animals, jewelry kits, books, etc. ..
This organization is run by volunteers. No administration or overhead costs, 100% of their fundraising and donations goes to the kids.

| On Oct. 26 at the Holiday Inn North in Lexington the Kentucky Chapter of IAAO celebrated their 10th anniversary. Six past presidents were in attendance including (all the way from Florida) Steve Cates, former Graves County PVA and first chapter president.
The crowd enjoyed reminiscing, catching up and looking forward to future as we discussed plans for 2009. Plaques of our accomplishments over the past ten years - four Outstanding Chapter Awards - were on display.
The silent auction raised over $400 a nice start for our 2009 conference fund. Special thanks to Patsy Conway, Franklin County PVA, who prepared a special banner (seen in the past president’s picture) and to Connie Crain, Fleming County PVA, who provided a cake with the chapter logo. On September 20, 2005, the Kentucky Chapter of IAAO won the coveted Outstanding Chapter Award at the International Conference on Assessment Administration in Anchorage, Alaska. This marks the fourth time in six years that the Kentucky Chapter has taken home this prestigious award, having also won it in 2000, 2002 and 2004.
The Kentucky Chapter's nomination for 2005 cited several noteworthy achievements over the past year, including payment of the $10,000 pledge to the IAAO building fund and the donation and delivery of two truckloads of needed items to the Welcome House of Northern Kentucky during last year's PVA Conference. The nomination also cited the fact that in January, the Chapter awarded 16 persons with $10,953 in scholarships to attend property tax courses this year, bringing its total to $54,577 in scholarships to 96 recipients from 1999-2005.
Hosting the IAAO Executive Board and other international committee meetings last November, as well as this year's initiative to host the 2009 IAAO Conference, assured the Kentucky Chapter's status as the frontrunner for this award. All members should be very proud to again receive this recognition from their peers around the world. Without an energetic membership dedicated to promoting the image of the Chapter, the property tax field and the state of Kentucky, this would never have been possible, so thanks and congratulations go to all members! |

On Sunday, August 8, 2005, the Executive Board of the International Association of Assessing Officers (IAAO) selected Louisville, Kentucky, to be the host city for the International Conference on Assessment Administration, to be held in October of 2009. This decision was made based on a presentation made by the Kentucky Chapter of IAAO with assistance from the Louisville Convention and Visitors Bureau and the Galt House Hotel. The arguments posed by the other two finalists, Calgary and Kansas City, were excellent, but Louisville essentially prevailed in the intense competition due to its lower cost for attendees.
Eighteen states and three Canadian provinces were contacted by IAAO in February with a request for proposals. According to IAAO bylaws, the conference is rotated among the east, west and central regions. The IAAO conference will be held in the west (Anchorage) in 2005, central (Milwaukee) in 2006, east (Atlanta) in 2007, and west (Reno) in 2008, before coming to Louisville. This event has been held only once before in Louisville, in 1981. The three finalists for 2009 were selected at the April 30 meeting of the Executive Board, and the Kentucky Chapter has been preparing its case for the board ever since.
IAAO, founded in 1934, will celebrate its 75 th birthday in Louisville, and the Kentucky Chapter is already planning quite a party. This is a very prestigious event, and the economic impact for Kentucky will be significant. Attendees will spend between one and two million dollars with the service industry and related businesses while staying in Louisville, and the conference budget will be well into six figures. The 1981 IAAO Conference in Louisville was one of the best attended ever, with over 1600 attendees, and it is anticipated that the 2009 event will generate similar numbers.
The Kentucky Chapter of IAAO is both proud and humbled to be honored with this selection. Now the real work begins, as the chapter's Executive Committee is already forming a local host committee and proceeding with other logistical preparations.
